Chapter One: Introduction

1.1 Background of the Study

Small and Medium-Sized Enterprises (SMEs) play a crucial role in driving economic growth and employment opportunities in developing countries, including Nigeria. Gombe State, located in northeastern Nigeria, has significant potential for SMEs to contribute to local development through job creation, innovation, and economic diversification. The local government in Gombe Local Government Area (LGA) has recognized the importance of SMEs and has developed several initiatives to support their growth. These initiatives include access to finance, business development services, skills training, and infrastructure development to create a conducive environment for business operations (Musa & Hassan, 2023). Despite these efforts, the growth of SMEs in Gombe has been hindered by challenges such as inadequate funding, lack of infrastructure, and limited access to markets (Usman & Abubakar, 2023).

This study aims to examine the role of Gombe Local Government in fostering the development of SMEs, assessing the effectiveness of existing policies and interventions in promoting entrepreneurship, and identifying the barriers that hinder the growth of SMEs in the region.

1.2 Statement of the Problem

Despite the recognition of SMEs as critical drivers of economic development, Gombe Local Government has faced challenges in effectively supporting the growth and sustainability of SMEs. Key barriers such as limited access to finance, inadequate infrastructure, and lack of entrepreneurial skills continue to hinder the success of these enterprises (Ibrahim & Ladan, 2023). This study seeks to examine the role of the local government in addressing these challenges and fostering an environment conducive to the growth of SMEs in Gombe.

1.3 Objectives of the Study

1. To evaluate the role of Gombe Local Government in supporting the development of SMEs.

2. To assess the effectiveness of local government policies in promoting SME growth.

3. To identify the challenges faced by SMEs in Gombe and propose recommendations to improve local government interventions.

1.4 Research Questions

1. What role does Gombe Local Government play in supporting the development of SMEs?

2. How effective are local government policies in promoting the growth of SMEs?

3. What challenges do SMEs in Gombe face, and how can local government interventions be improved?

1.5 Research Hypothesis

1. Gombe Local Government has implemented policies that support SME development, but their effectiveness is limited by factors such as inadequate resources and infrastructure.

2. The growth of SMEs in Gombe is constrained by challenges such as limited access to finance, skills, and markets.

3. Improved access to finance, infrastructure development, and capacity-building initiatives will enhance the growth and sustainability of SMEs in Gombe.

1.6 Significance of the Study

This study will provide insights into the role of local governments in supporting the development of SMEs and the challenges that hinder their growth. The findings will help policymakers and local government officials design more effective policies and programs to support SME development and foster economic growth in Gombe.

1.7 Scope and Limitations of the Study

The study will focus on the role of Gombe Local Government in the development of SMEs. It will evaluate the effectiveness of local government policies and identify the challenges faced by SMEs in the area. The study is limited to Gombe Local Government and may not be generalizable to other regions in the state or country. Limitations include access to data from local government officials and the possibility of bias in responses.

1.8 Operational Definition of Terms

• Small and Medium-Sized Enterprises (SMEs): Businesses that are independently owned and operated, with a limited number of employees and revenue, contributing to economic development and job creation.

• Local Government Policies: Regulations, initiatives, and programs designed by the local government to address local development needs, including SME development.

• Entrepreneurship: The process of starting and operating a business to capitalize on identified opportunities and contribute to economic growth.
